LA3 Correspondence in the Gazette

Image
The LA3 battle rumbles on. 1100 new homes are due to be built in West Hemel. As you go along Chaulden the back way into Hemel the development will be on your left stretching up the hill to the Hemel Hempstead Road. As part of the LA3 development - and a condition of the area being taken out of greenbelt -a gypsy and traveller site is planned for the corner nearest Winkwell. You'll see from the correspondence that the location of the site, far away from the main development, is in breach of government policy relating to traveller communities.  It presents clear traffic problems for all users and excludes the travellers from the community into which they ought to be integrated. This correspondence refers to the "stitch up" between the developers and Dacorum Borough Council.   Charlie, as chair of the Village Association, is the signatory on the letters, but the very hard work and determination of our planning committee also needs to be recognised. They have continued to wor...

Update on LA3 from the planning group

As you will already know, in December last year, Dacorum’s Development Management Committee decided to delegate plans for LA3 to planning officers, with a view to accepting them. You will also know that, left as they are, these plans would have a considerable impact on Bourne End.   We believe that the decision ignores important policies concerned with; safety with Hertfordshire’s Transport Plan which seeks to encourage a switch from the private car to safe sustainable transport, walking cycling and passenger transport. environment in the form of protection of the countryside, sustainable house building etc. social cohesion with the national policy to ensure inclusion and local policy to include traveller sites in new developments. Whatever you may personally feel about policies, they form the bedrock of planning.   To ignore them without evidenced reasons flies in the face of democracy. These are the main actions we have taken: ·   ...

Hemel Gazette: Letter from BEVA about LA3 in this week's edition

Image
Although the plans for LA3 have been delegated to officers with a recommendation for approval, we are deeply concerned about the impact on the village.  The access arrangements to the traveller site are at odds with local and national policy, and the proposals for Chaulden Lane breach Hertfordshire Highways policies and present a serious safety risk to pedestrians from Winkwell, Pouchen End and the major development at Buttons.  We continue to work on your behalf to resolve the situation. The text: Dear Cllr Williams, When you announced our council’s approach to new traveller sites we congratulated you. As you stated in the local paper: "If there are any big sites identified, then gypsy and traveller sites should be part of that development, not bolted on the edge of existing communities. Such an approach fits in with the national policy of 2015. It recognises the problem of foisting traveller sites on small communities where there are no facilities in a ...

BEVA's complaint to the Chief Executive at DBC

Following the disastrous outcome of the planning meeting which ignored all the input from us over the last two years, we are now focussing on two approaches.   One is to raise a complaint.  We have already done so regarding the conduct of the meeting, and this reproduced below.  We are currently preparing a more detailed critique of the entire process and seeking other ways that we can raise our concerns about the issue. The other is to continue to press for closure of the lanes. In this we have the support of our HCC councillor, Richard Roberts. We press on.   Ms Sally Marshall, Chief Executive, Dacorum Borough Council, The Forum, Marlowes, Hemel Hempstead. HP1 1DN 12 January 2020 Dear Ms Marshall, Complaint to Chief Executive Dacorum Borough Council We are writing on behalf of Bourne End Village Association (BEVA).
