The additional comment is essential because it will provide
for all of the areas including the Traveller site, the facilities, the
accesses, and all green space. It is also essential for the proper
consideration and discussion of the detailed developer proposals in the context
of the whole.

Replace with the following text
The Council will require that the development will initially be progressed as an outline
application covering the site as a whole, followed by a series of reserved
matters (or full applications) for each phase (or series of phases). The
phasing of the site will seek to deliver the Gypsy and Traveller pitches within
an early phase, subject to technical, policy,
and viability considerations, to ensure a 5 year supply of Gypsy and
Traveller provision.
This is essential because it will provide for all of the
areas including the Traveller site, the facilities, the accesses, and all green
space. It is also essential for the proper consideration and discussion of the
detailed developer proposals in the context of the whole, including their
presumed contribution to the infrastructure.
The proposed replacement statement also refers to a Master
Plan. This presumably refers to the Site Allocations Plan. If there is a
separate Master Plan it is not in the public domain and should be.

There is no explanation of why this area is zone 4. If it is, this must emphasise the need for
outline / master plan for all facilities / infrastructure.

We support the adoption of the Planning Policy for Traveller
Sites (August 2015) within the proposed changes. However, fundamentals have not been
incorporated into the draft allocation site plan and the changes that are being proposed. The issue of inclusion and access to
facilities which feature in areas of education, health and welfare is reflected
strongly in the most recent policy guidance above, as they are in government
guidelines in each of these separate local government areas.
Specifically, but not exhaustively:
In 6.35 Add. Full consultation will take place when
there are firm site proposals.
In 6.37 Add text in bold.
The precise location and design of the new sites will be guided by the
relevant site master plans and the Planning
Policy for Traveller Sites (August 2015) as above.

Following ‘……should certain criteria be met.’ Add ‘including
an agreed outline / master plan for each area.’
